JOB PURPOSE
The ICT Manager will play a critical role in developing digital solutions, managing technological infrastructure, and ensuring the smooth, secure, and environmentally sustainable operation of ICT systems within the Authority. As the main in-house developer, the job holder is responsible for creating digital platforms that transform HEA into a digital, future-ready, and eco-efficient powerhouse.
The role involves designing ICT strategies, policies, and systems that align with the Authority’s higher education objectives while actively minimizing the organization’s carbon footprint through Green IT initiatives, paperless workflows, energy-efficient computing, and responsible electronic waste (e-waste) management. The IT Manager will oversee day-to-day IT operations, supervise the IT team, provide technical support, and manage projects with a strict emphasis on data security, system integration, regulatory compliance, and environmental sustainability.
PRINCIPAL ACCOUNTABILITIES
- In-house development of Green IT solutions & platforms: In-house development of all digital platforms and solutions to meet HEA’s strategic functions while prioritizing Sustainable Software Engineering (SSE).
- ICT Strategic & Sustainable Planning: Spearhead the development of the ICT Strategy and eco-friendly IT projects for the Authority.
- Green Policy & Programmes: Effectively manage the development and review of ICT policies, standards, and security protocols, integrating green computing directives.
- Sustainable ICT Systems: Effectively align systems and hardware specifications to ensure conformity to ICT policy, data security, and green procurement standards.
- Paperless Business Solutions: Manage the effective provision of information technology business solutions to improve service delivery and eradicate paper waste.
- Maintenance & E-Waste Lifecycle Management: Effectively manage hardware and software installations, upgrades, and eco-friendly lifecycle maintenance.
- Cyber Security & Data Center Efficiency: Effectively manage cyber security and data storage infrastructure to prevent data theft while optimizing energy use.
- Technical Support, Training & Green Culture: Coordinate capacity building for end-users on hardware, software, and digital-first behavioral practices.
- Business Continuity & Cloud Resilience: Effectively set and maintain resilient backups, disaster recovery, and business continuity plans using sustainable cloud frameworks.
- Website & Digital Platform Management: Effectively manage accessible, lightweight, and low-carbon digital platform infrastructures.
- Network & Virtual Infrastructure: Effectively manage network infrastructure, maximizing virtualization to reduce hardware dependencies.
- Eco-conscious Vendor Management: Manage vendor relationships and thirdparty application providers to ensure sustainable service delivery.
- Sustainable Budgeting: Timely manage the preparation of the Section budget, accounting for total cost of ownership (TCO) and eco-efficiencies.
- Sustainability Reporting: Develop work plans, progress reports, and monitor Section output under the Annual Performance Appraisal System (APAS).
- General & Performance Management: Effectively manage team personnel and operational resources to attain eco-efficient department objectives.
