About the role
JOB PURPOSE
To manage both the technical and administrative functions of the Authority within the region while promoting and embedding environmental sustainability across all regional activities. The Regional Manager supports the Head Office in the registration of Higher Education Institutions (HEIs), accreditation of Learning Programmes (LPs), and Learning Programme Audits.
The role holder is also responsible for institutional audits, surveillance, and inspections of HEIs ensuring that institutions not only meet standard academic criteria but also adhere to green campus frameworks, sustainable resource utilization, and ecofriendly operational standards.
PRINCIPAL ACCOUNTABILITIES
- Policy and Programmes: Manage effectively the development and implementation of regional policies and programmes, ensuring the integration of green benchmarks to guide HEI operations and learning programme accreditations.
- Learning Programme Audits: Manage regularly the auditing of Learning Programmes in the region to ensure conformity to set academic standards and the integration of sustainability principles in curricula.
- Registration & Green Infrastructure: Manage timely the registration and classification of HEIs in the region, evaluating both educational infrastructure and environmental safety/sustainability compliance.
- Accreditation & Sustainable Curricula: Manage timely the accreditation of learning programmes in the region to facilitate quality higher education that reflects emerging global environmental demands.
- Institutional & Eco-Campus Audits: Manage regularly the auditing of HEIs in the region to ensure institutional compliance with academic benchmarks and green campus standards.
- Surveillance and Inspections: Manage regular surveillance and inspections of regional HEIs to verify ongoing compliance with operating standards and statutory environmental rules.
- Research & Green Skills Development: Manage periodic research in the region on topical and emerging higher education issues, prioritizing green skills gaps and climate-conscious quality assurance models.
- Monitoring and Evaluation: Monitor and evaluate periodically the implementation of regional programmes to assess service delivery impact and promote eco-efficient resource use.
- Digital & Sustainable Reporting: Coordinate the periodic preparation and paperless publication of state of higher education reports, registered institution lists, and accreditation updates.
- Green Budgeting & Resource Efficiency: Coordinate timely preparation of the regional budget, factoring in total cost of ownership (TCO) and low-carbon operational targets.
- Performance Management: Manage timely development of work plans and implementation of the Performance Management System, incorporating sustainability goals.
- Sustainable Staff & Office Management: Manage effectively regional staff, facility infrastructure, and assets to achieve objectives while actively minimizing the office’s carbon footprint.
Academic & Professional Qualifications
- Full Form V/Grade 12 Certificate or equivalent.
- Master’s Science Degree in Education, Natural Sciences, Engineering, Computer Sciences, or Social Science earned from a recognized Higher Education Institution. (Additional coursework or exposure to environmental management, sustainable development, or green audits is an added advantage).
Experience
- Six (6) years of relevant experience, two (2) of which must be at middle management level in university administration, consultancy, or research. Must demonstrate experience leading field evaluations or managing project resources efficiently.
